Understanding and implementing the guidelines from the RT61 Appointed Person factsheet is crucial for safe and efficient lifting operations. This comprehensive summary covers planning, equipment considerations, load control, and stability, providing a solid foundation for successful CPCS blue card renewal.
Planning and Regulatory Requirements (Regulatory Requirements):
- The role of the Appointed Person (AP) or lift planner is outlined in codes of practice like LOLER 1998 and BS 7121, specifying responsibilities and requirements.
- The AP remains responsible for the safety of the lifting operation, delegating tasks but not the responsibility.
- Effective planning involves analysis, calculation, and specification of lifting procedures, with clear communication to the lifting team.
Lift Plan Construction:
- A comprehensive lift plan includes risk assessment, method statement, personnel identification, technical data, and emergency procedures.
- Competencies and skills for each role, considering the type of lifting operation, must be specified.
- Environmental factors, weather changes, and nearby crane positioning are crucial considerations.
Complex Lifts with Two LE/Cranes:
- Planning for a complex lift involving two cranes requires accurate identification of the proportion of the total load for each crane.
- Regulations demand experienced and knowledgeable planners, aware of their limitations, seeking guidance when necessary.
- Adequate supervision is required, proportional to the risk involved in the lifting operation.
Lifting Equipment and Accessories (Equipment and Accessories):
- Various lifting accessories, like chain slings and wire rope slings, have specific applications and limitations.
- Accessories should be marked with Safe Working Load (SWL) and rated by Working Load Limit (WLL).
- Proper use of accessories, considering angles and configurations, is vital to prevent accidents.
Lifting and Controlling Loads (Working Tasks):
- Knowledge of the LE/crane’s maximum rated lift capacity is essential, and derating should be considered for specific operating requirements.
- Rated capacity applies to freely suspended loads, and conditions such as load attachment affect crane capabilities.
- Planning must account for proximity hazards, and positioning should avoid overhead power lines.
Lifting Equipment Stability (Stability):
- Instability and overturns can occur due to changes in operating conditions, unknown factors, or errors in calculations.
- Ground loading pressure, stability, and dynamic forces need careful consideration in lift planning.
- Minimum distances from trenches or slopes, as well as level indicators or alternative methods, are crucial for stability.
- Temporary roadways must support crane weight, and careful maneuvering is essential to prevent accidents.

Had my RT61 last Friday. Good job I ordered this book (pdf by email). Had my AP card for over 20 years, this RT61 was surprisingly difficult because you need to know their answers, if you know what I mean. There’s definitely a handful of questions which would catch an experienced AP out. This book saved a lot of agro and I passed, waney, 5 more years!!!
